What is with the irresponsible over-development in Eastern Sussex County, DE?

There is a 316-house development approved to be constructed on Mulberry Knoll Road! This is a country road (developer will probably only have to add turn lanes for the Scenic Manor development).

This property has mature trees, non-tidal and tidal wetlands, species of concern (birds and salamander), and is evidently NOT the place for more homes.

The property is also located  between Arnell Creek and Dorman Branch. The homes will be built on a floodplain. Yes, Mr. Mears (who is in the construction industry), I understand building is allowed on a floodplain, but IS IT RIGHT, just because we can?

Why are the state of Delaware's recommendations habitually ignored on these applications? State government asks questions to the developer to protect our waterways and wildlife. These questions are never answered, yet the application is approved by Planning and Zoning!

What happens to the present original homes at the end of Mulberry Knoll Road when the floodplain is altered from development? Flooding already occurs in homes on the other side of Arnell Creek. Will potential buyers be made aware they are purchasing property on a floodplain? 

After extensive research from the public and a thorough presentation on why this development should be altered, Planning and Zoning placed absolutely NO conditions on this property to protect the environment and totally ignored the public's questions from their research. Planning and Zoning can apply ANY conditions they want to housing applications but, NO conditions to protect the sensitive environment were placed on this development.
